Ukraine is running out of the one interceptor that can reliably stop Russian ballistic missiles, and the West cannot build it fast enough. The United States is the only producer of PAC-3 Patriot interceptors, each costing millions, and its output does not even meet American demand. On 5 August 2025, Russia launched more than 50 ballistic missiles at Kyiv and Kyiv Oblast, killing 17 people, and not one missile was intercepted.
The PAC-3 Bottleneck
Guaranteeing a kill on a single ballistic missile usually means firing two or three interceptors. In early July, Ukraine moved to buy roughly 100 Patriot interceptors with EU credit, at an estimated cost of one billion dollars. That order does not close the gap. Poland says it is ready to begin servicing and later producing Patriot missiles, but the license transfer alone involves process maps, supplier contacts, and specialist training. It could take a year or more.
Japan spent years producing only components. Until PAC-3 supply scales up, Ukraine will keep facing ballistic salvos with too few interceptors for guaranteed kills. A PAC-3 shipment from the United States is due within days, but even American production, now expanding across 60 sites, cannot meet Washington’s own demand, let alone Ukraine’s.
The EU Credit and the Third-Country Clause
European Commission spokesperson Balázs Ujvári confirmed that Ukraine can use the EU defense credit to buy interceptors from third countries when the munitions are not available inside the European Union. Kyiv sets its own defense priorities, submits requests to the Commission, and receives disbursements after an expedited review. In early July Ukraine moved to procure roughly 100 Patriot interceptors under this mechanism.
EU and Ukrainian production remain the stated preference, but the third country clause exists specifically for what European industry cannot yet supply at the required volume. That exemption is exactly the kind of provision Ukraine must now use without hesitation. Waiting for European production lines to catch up means losing cities to ballistic salvos in the meantime.
FREYA as the Mass-Production Alternative
Zelensky has announced FREYA as the cheaper mass-production alternative to Patriot. The interceptor is a Ukrainian design, with European partners contributing radars, control systems, and other key components. Eight European countries are slated to join the program.
FREYA is meant to break the PAC-3 arithmetic. A single PAC-3 costs millions, and Ukraine typically expends two or three interceptors per incoming ballistic target. FREYA is a complement to Patriot, meant to field numbers that PAC-3 cannot supply.
The near-term answer is volume procurement, followed by co-production inside existing European and American chains within one to two years.
The Production Timeline Problem
Polish Defense Minister Władysław Kosiniak-Kamysz has said launching Patriot missile production in Ukraine could take “many weeks.” Those words undersell the engineering reality. Serhiy Flesh-Beskrestnov, a Ukrainian defense adviser, put the licensed process at a year or more, including technology transfer, training, and supplier contacts. The track record backs him up: Japan spent years producing only individual components.
Firepoint founder Denys Shtiller-man says FP1 and FP2 missiles with ranges over 1,000 km are already in use and effective, destroying production halls and forcing Russian strategic aviation to operate cautiously. The limiting factor is not design but serial production. Russian strikes on infrastructure and the need for undisclosed underground facilities make scaling hard. Ukraine has competent specialists and can join global component supply chains within one to two years, but full Patriot interceptor production is years away.
