Russia is laying the groundwork for a false-flag narrative in which NATO is supposedly preparing to blockade Russian ports, strike its bases, and sabotage underwater infrastructure, all so Moscow can justify its own escalation as preemptive defense.
From Propaganda Rags to Patrushev
The story first surfaced in propaganda outlets, then on June 8 RIA repeated it in openly conspiratorial tones about BALTOPS exercises. No proof was offered. A week later, Nikolai Patrushev parroted the exact same script.
He claimed the West is already preparing preemptive strikes on Russian bases, and that merchant ships are routinely entering Russian ports with magnetic mines glued to their hulls. Again, zero evidence. His “solution” was that the Russian Navy must stop waiting and instead “appear right under the likely adversary’s nose,” seize the initiative, and impose its will near enemy shores.
The Kremlin has used the same approach since 2014: invent an imaginary NATO attack, declare that waiting is suicide, then frame its own invasion as “preemptive defense.”
The Kaliningrad Trick
Exactly how they justified the full-scale invasion of Ukraine, they are doing the same trick with Kaliningrad. One Lithuanian politician’s hypothetical remark about destroying Russian military capabilities in a direct NATO-Russia war was twisted into “Lithuania threatens preemptive strikes.” Russian channels immediately upgraded it to “Lithuania is preparing a preemptive strike.”
The pattern is identical every time:
- Take a hypothetical or defensive Western statement
- Strip the context
- Reframe it as an imminent offensive threat
- Use that invented threat to justify Russian military action
The Underwater Cables Story
The underwater cables story follows the identical pattern. NATO is protecting critical infrastructure against known Russian sabotage units. Moscow flips reality: if NATO is guarding cables, it must be planning to cut ours.
When European cables actually get damaged, Russia smirks “you can’t prove it was us,” while simultaneously reminding everyone how easily it could sever them all. Plausible deniability plus open threat, served together.
Information Preparation for Escalation
This is coordinated disinformation with a clear strategic purpose: deliberate information preparation for the next escalation. Tomorrow, if a cable is cut, a port mined, or a NATO ship hit, the Kremlin already has its story ready: “We warned you. The West started it. We only responded.”
Or they won’t even need a real incident. They’ll simply claim they “prevented” one. Patrushev’s words reveal the logic: Russia now claims the right to strike first and call it self-defense.
