On May 3, 2023, two P-2 drones exploded over the Kremlin’s Senate Palace dome, puncturing the claim that Moscow sits inside three layers of air defense. Both drones flew low and slow, yet no short-range Pantsir, Tor, or electronic jammer stopped them before they reached the Kremlin wall.
The Kremlin Strike and the Failure of Point Defense
Russian officials called the May 3 attack a Ukrainian operation against President Vladimir Putin’s residence; Ukraine denied direct involvement. Either way, the blast footage showed the palace flag still flying above a rising smoke column, proof that the “most protected city in Russia” could not detect two small aircraft crossing hundreds of kilometers of claimed defended airspace.
The strike exposed a basic weakness in Moscow’s air defense logic. The capital was supposed to be ringed by layered systems, but the drones reached the very center of state power without being engaged on approach.
Drones Reach Moscow City and the Inner Ring
At 4:20 a.m. on July 30, 2023, three Ukrainian drones crossed into Moscow airspace. They struck the IQ-quarter and Oko-2 tower in the Moscow City business district. One hit the 50th floor glass facade of IQ-quarter. Another hit the 5th floor of Oko-2, shattering panels and scattering debris onto the streets below.
No one was killed, but the strikes landed inside the Garden Ring, just three kilometers from the Kremlin. Residents had been promised layered air defense, electronic jamming, and Pantsir systems on rooftops. Still, the drones reached their targets. That suggested Russian radar had not tracked them until the final seconds.
The Expocentre Hit and the Shrinking Defended Zone
On August 18, 2023, a drone hit the fourth floor of the Expocentre on Krasnopresnenskaya embankment, 4.5 km from the Kremlin. The blast tore through a nonresidential exhibition hall near the Moskva River. Windows shattered, and debris scattered across an upper terrace.
Russian officials had just announced that electronic warfare units and Pantsir-S1 point defense systems tightened Moscow’s inner ring. The drone still crossed that ring unseen. It was intercepted over the inner districts, not downed on approach. It reached the center and struck a building within sight of the government quarter. No agency acknowledged the strike until after videos circulated. The distance from Red Square was shorter than the width of Gorky Park.
Residential Strikes and the Contradiction in Official Claims
Eight drones crossed into Moscow that morning. Three struck residential buildings: Profsoyuznaya Street, Leninsky Prospekt, and Atlasova Street. The Defense Ministry statement claimed layered defenses had suppressed or destroyed all incoming UAVs. But the visible damage to apartment facades and the shattered windows on upper floors contradicted that line before noon.

On September 10, 2023, drone alerts forced Domodedovo, Vnukovo, and Zhukovsky to suspend all takeoffs and landings. The shutdown lasted several hours. Russian air defense claimed one UAV was downed over Ramenskoye, roughly 30 km southeast of the capital. Another was reported over Istra, about 40 km west.
Both locations sit near the approach and departure corridors for Moscow’s civilian airports. Inbound flights had to divert to Sheremetyevo or hold in distant airspace. Outbound passengers sat on aprons with no release time. If the three-layer defense around Moscow could not distinguish a slow, low-flying drone from normal traffic patterns near two major airports, the “most protected city in Russia” was protecting its airspace by shutting down the only infrastructure that made it function.
