The Congressional Research Service report is useful because it puts an official American stamp on something that has been obvious for two years: Moscovia is running a sabotage campaign across Europe. It treats Article 5 as a threshold to be approached, not a line that cannot be crossed.
The Scale of the Campaign
The numbers are not subtle. Hybrid attacks increased fourfold between 2023 and 2024, and nearly five hundred incidents have been tracked since the full-scale invasion. The overwhelming majority link to Russian or Belarusian activity. That is corporate information gathering conducted within legal boundaries, not influence operations.
Western capitals are ignoring that a low-intensity war is being waged against NATO member states, pretending the conflict is confined to eastern Ukraine. Look at the pattern. Arson at Milrem Robotics in Estonia. A foiled attack on a Ukrainian drone manufacturer in Slovakia. A deliberate fire at WB Electronics in Poland, now investigated as terrorism and foreign intelligence activity. Improvised explosive devices have targeted energy infrastructure in Brandenburg. Berlin finally admitted that moscovia was behind the drone attack on a Ukrainian cargo plane at Leipzig/Halle.
They are coordinated actions by an organized network. These are coordinated strikes against defense production, logistics, and energy systems inside the European Union.
The target set is the one you would hit to degrade NATO’s ability to sustain a long war while avoiding a conventional military response.
The Gray Zone Logic
The game ends there. The Kremlin understands that a direct missile strike on Berlin or Warsaw would force a decision that moscovia cannot survive. So it operates in the gray zone. It uses proxies, recruited criminals, and deniable sabotage to impose costs. It maintains just enough ambiguity to keep European leaders paralyzed.
Every burned factory, every jammed GPS corridor, every assassination plot quietly buried by a nervous interior ministry is a test. The question moscovia is asking is simple. How much damage will you absorb before you do something that actually hurts us back? So far, the answer has been too much. Most European governments respond with a cycle of stern statements, quiet expulsions of a few intelligence officers, and then business as usual.
Deterrence is what that is. This invitation asks you to escalate. When the cost of hybrid war is a diplomatic note, and the benefit is degraded Ukrainian logistics and disrupted European defense production, the rational actor in the Kremlin keeps going.
The Policy Failure
The CRS report matters because it makes the scale undeniable. A report alone does not create policy. The question is whether anyone in Brussels or Washington is prepared to treat these attacks as what they are: acts of war conducted below the threshold that moscovia hopes will never be crossed.
The uncomfortable truth is that Article 5 was designed for a different era. It assumes a clear, identifiable armed attack. Moscovia has spent a decade learning how to inflict harm without ever crossing that line cleanly. The response cannot be to wait for a smoking gun that satisfies every lawyer in the Alliance. It has to be a sustained campaign of counter-pressure:
- Expel every Russian intelligence officer.
- Sanction the entire command chain responsible for GRU and SVR operations in Europe.
- Seize shadow fleet assets.
Make clear that the next burned factory will be answered by costs moscovia actually feels. Not a strongly worded communiqué. Costs.
The Choice
The data from @informnapalm and the CRS report should end the debate about whether this is happening. The only debate left is whether Europe intends to defend itself or keep pretending that the war will stay politely inside Ukraine's borders.
Moscovia has already made its choice. It is testing how much of Europe it can burn before the Alliance decides to act like one.
