Trump’s potash play just collapsed in public. The timing is almost artistic.
The Announcement and the Rejection
On 21 September he announced that the United States was working on a massive deal to buy Belarusian potash at prices far below what Canada charges. His words, his stage, his usual framing: the master negotiator delivering for farmers and ranchers. Then Minsk answered.
Lukashenko said negotiations continue, but free volumes for the American market simply do not exist. Everything is already contracted. That counts as a cancellation, a public rejection dressed in diplomatic cotton.
The master of the deal cannot close a potash purchase from a sanctioned dictator who owes his survival to Moscow.
The Rural Cost
The political damage lands exactly where Trump is most exposed. His electoral base is rural, and rural America is already paying for his decisions. Diesel is around 6.2 dollars a gallon, roughly 68 percent higher than a year ago. Gasoline sits between 4 and 6 dollars depending on the state, one and a half to two times above pre-Trump levels.
Farmers feel that at planting and harvest. Trump keeps trying to shift the blame onto Ukraine, but the energy shock tracks back to his own war with Iran and the broader Middle East disruption. The potash story was supposed to be the counterweight, a cheap fertilizer win before the November midterms. Instead, Lukashenko made him look like a supplicant.
The Sanctions Carousel
The sanctions carousel makes it worse. In March 2026, the US lifted sanctions on Belarusian potash in exchange for 250 political prisoners. On 16 September, Lukashenko released another 25 as a goodwill gesture, and Washington prepared to lift sanctions on Lakafarba and Bellespapierapram.
The structure is obvious: Minsk manufactures prisoners, Washington pays in sanctions relief, and the regime never changes. Congress and the media criticized it. Special envoy John Cole responded that negotiations have been going on for a long time and will continue. The statement is a policy. The machine is a treadmill.
The Double Failure
Now the smallest fish in the dictatorship hierarchy has refused to hand Trump his pre-election trophy. Lukashenko is not doing this out of principle. He is pricing himself, testing how much more he can extract from an administration that already paid for access with sanctions relief and got nothing durable in return.
The result is a double failure: no cheap fertilizer for the farm belt, and a visible demonstration that Trump’s dealmaking reputation does not intimidate even Minsk. The midterms are weeks away. Republicans are already at risk of losing the House and a third of the Senate. Trump needed a win. He got a public no from Lukashenko and a reminder that his own energy policy is the main driver of rural anger. That fails as strategy. That is humiliation with a trade agenda attached.
