On October 5 and 6, masked armed escorts from Belarus tried to force at least 20 migrants across the Latvian border near Silene, and the National Armed Forces stopped the crossing. This was not a smuggling run; it was a calibrated probe of NATO's reaction threshold, ordered from Moscow.

The Silene Incident Was a Hybrid Attack, Not Border Crime

The escorts were armed and threatened NBS soldiers while actively driving the migrant group toward the Latvian side. Latvian services say criminal groups received approval from Minsk for this level of attack, but that reading is too generous. Minsk does not grant itself permission for operations aimed at NATO borders.

The command came from Moscow to test how far the Kremlin could push before the Alliance treated a border breach as a security crisis rather than a migration incident. Hours after the pushback, masked men entered Latvian territory, damaged an electricity distribution box, and stole surveillance cameras before retreating into Belarus. It needs enough disorder to make NATO hesitate, enough ambiguity to make Article 5 look inapplicable, and enough fear to weaken European support for Ukraine.
