The Budapest Memorandum's signatories did not betray Ukraine; that reading misinterprets the text. The 1994 agreement committed the US, UK, and Russia to respect Ukraine's borders and refrain from economic coercion. It also required them to bring any nuclear attack to the UN Security Council.

What the Memorandum Actually Said

It left signatories free to decide whether to send troops or weapons to defend Ukraine. Ukraine's parliament ratified the document with a reservation noting the memorandum was non-binding. The US delegation signed with the same understanding.

The betrayal framing also omits the 1996 Trilateral Statement, under which Ukraine received $500 million and security assurances in exchange for the warheads. It omits the 2009 Russia-Ukraine deal that extended the Black Sea Fleet lease.

Calling the memorandum a broken guarantee manufactures a Western obligation that never existed on paper. That is why the lieber.westpoint.edu and Yale Journal analyses of the text carry greater weight than the slogan.

The Numbers Behind "Russia Is Winning"

Since 2024, Russian forces have taken under 1% of Ukraine's territory while burning through an estimated one million casualties. Russia vetoed a ceasefire at the UN Security Council when Ukraine announced readiness for a complete ceasefire in February 2026.

When you are ahead, you tell the losing side to stop shooting. The side asking to stop has exhausted its assault brigades. Azov also matters as a blocking force for the meat assault brigades: the units doing the dying lose the victory claim.

The Failed State Line and the Attrition Myth

The "Ukraine is a failed state" line was deployed for four years before the war. Then the defenders trained, adapted, and fought. Russian milblogger Popov's admission that the army Moscow bragged about was not the one it sent is an indictment of imperial contempt, not a compliment.

The same pattern runs through Sikorski's point: Crimea, 1905, Afghanistan, and now Ukraine show Russia wins wars of attrition against weaker neighbors and loses the moment it meets organized industrial resistance. The myth survives because the West keeps retelling only the first half.

"Russia Is Not My Enemy" Is a Kremlin Product

The "Russia is not my enemy" campaign distributed through European social media in September 2026 is a Kremlin product. Kyiv's identification of it as such is accurate. It pairs with the lie that wars start only from Western falsehoods, ignoring that Russia's own 2014 and 2022 escalations were built on fabricated pretexts.

Announcement first, facts later moves oil and the news cycle; the wars continue regardless. Zelensky debunking a truce within hours was the tell. If the truce were real, Moscow would confirm it, not let Kyiv break the news.

Fund It and Stop Hedging

The West hedged for years against the outcome it now pretends to want. Ukraine has enough long-range drones, artillery, and air defense to make every Russian escalation costlier than any gain it produces.

Zelensky's September 2026 request for more Patriot missiles, with global supplies falling short, is the funding question in concrete form. Fund it and stop hedging.

The myth of Ukraine losing needs a budget line instead of a rebuttal.
